This is a multi-faceted programme envisaged to increase the number of effective science communicators in the country (for both electronic and non-electronic media) in different Indian languages. The kind of activities being catalyzed and supported are:
Short term/ regular courses;
Workshops for communicators;
Development of course and training materials

Support would be available for selected proposals for development, production, dissemination of S & T communication software for different media in different Indian languages and for different types of languages.

Support will be available for selected projects in the following areas:
Study of existing impediments to the spread and promotion of scientific temper; Development of more effective communication means/ tools techniques;
Development of evaluation methods for measuring efficacy of the various science popularization tools presently being employed and the impact of various Rashtriya Vigyan Sanchar Parishad (RVPSP) programmes;
Polls and surveys to assess S & T awareness and level of S & T temper among people.
Field based projects: Support will be available for field based projects directed towards achievement of the objective of RVPSP, e.g. through well defined innovative activities involving large number of people, including Jathas/ Yatras, Science Fairs etc.
Other Areas:
  1. Activation of existing science clubs will be encouraged;
  2. Seed money for project formulation in specified area;
  3. Wider dissemination of selected S&T communication software (publications, films, video programmes, audio-recordings etc)

STARD aims at facilitating development of promising S & T based field groups and innovative technologies related to rural development. It also has a unique program to support selected voluntary agencies with a proven track record of innovative work in development and application of technologies for rural areas.
Objectives:
  • To strengthen the existing institutions, field groups, etc., involved in research, development, design, adaptation and application of innovative S&T solutions for rural development by providing long-term support for core personnel;
  • To catalyze research, development and adaptation of technology by supporting time-bound development efforts aimed at measurable milestones;
  • To motivate scientists and technologists for applying their expertise to finding solutions for problems in the rural areas; and
  • To take up all such activities which are conducive to the attainment of the above objectives.
Priority Areas:
  • Water Management: Exploration, harvesting and purification of water in rural areas with particular emphasis on land, water and cover management;
  • Construction: Use of local resources, upgrading local skills and techniques for constructing affordable houses conforming to a minimum acceptable comfort level inclusive of improved domestic drainage and waste disposal;
  • Agriculture, Animal Husbandry and Aquaculture: Effective use of inputs, integrated farming systems, post-harvest technology including low-cost storage, preservation and processing;
  • Engineering Services: Design, development and up-gradation of farm and non farm tools and machinery;
  • Rural Industries: R&D projects in the area of rural process industries;
  • Establishment of Rural Technology Parks as technology resource centres for technology back-up/support system in both farm and non-farm sector;
  • Innovative project proposals related to above-mentioned areas for Technological Interventions in Mountain and hilly Eco-systems.

This scheme is focused on women as specific target group.
Objectives:
  • To promote research, development and adaptation of technology, improve the life, working conditions and opportunities for gainful employment of women especially in rural areas.
  • To increase the contribution of women to science, technology and development.

Priority Areas:

  • Specific science and technology application program to solve the problems of women in different regions such as hill, coastal and arid; Research and development on post-harvest technology and agricultural implements used by women to improve productivity and reduce drudgery;
  • Involvement of women in harvesting low-cost preservation, processing and packaging of horticultural produce;
  • Utilization of agricultural and animal residues through technologies, which provide opportunities for income generation;
  • Improved practices for higher income through sericulture, aquaculture, etc;
  • Involvement of women in indigenous health practices and cultivation of medicinal plants, aromatic grasses, etc;
  • Research, development and demonstration program to minimize occupational hazards of women in domestic, agricultural and organized or non-organized industries;
  • Design, fabrication and improvement of equipment, furniture and instruments used by women in different occupations in formal and non-formal sectors;
  • Up-gradation of traditional skills for utilization of available resources and providing means for women to enter into the organized sector or for starting entrepreneurial production or service units;
  • Involvement of women in modern industries particularly in electrical and electronic technologies;
  • Selective studies on issues concerning women scientists and engineers.

This scheme is aimed at the development of economically weaker sections of the society in rural and urban areas. It focuses attention on specific S&T inputs for improvement of rural artisans, landless labourers, etc. Emphasis is placed on multi-sectoral approach incorporating original ideas based on locally available resources and incorporating the direct beneficiary groups in decision-making.
Objectives:
  • To promote research, development and adaptation of science and technology for improving quality of life of weaker sections.
  • To motivate scientists for applying their knowledge and expertise to problems of the weaker communities.
Priority Areas:
  • Action oriented innovative field program in technology demonstration and utilization implemented by S&T field groups working with artisans, landless labour and other weaker sections;
  • Technology generation and adaptation program by S&T institutions, undertaken in cooperation with, and as back up to the program of S & T field groups; and
  • Program to help the traditional artisans e.g. blacksmiths, carpenters with a view to organizing them for better earning/reduced drudgery through innovative skill development, training program and adaptive research and development.

    Technology generation and adaptation program: -
  • To initiate field demonstration and utilization program;
  • To develop and diversify existing artisan-based production networks to economically viable, S&T based norms of organization and production;
  • To develop new/improved technology to improve and diversify the local economy, utilizing local resources to upgrade the skills of landless labour, etc;
  • Identification and undertaking of these program in co-operation with S&T field groups with demonstration projects as output.

The scheme is focused on young scientists who have adequate background and training in field of science and technology and show inclination to undertake socially relevant action research projects.

Objectives:
  • To provide opportunities to young scientists for pursuing innovative research ideas which have direct bearing on social problems.
  • To provide opportunities for interaction and exchange of ideas with the scientific community.
  • To involve young scientists in national S&T development process through fellowships in selected NGOs
  • To take up activities which are conducive to attainment of the above objectives.
The scheme is open to young scientists, upper age limit being 35 years and having a minimum qualification of graduation in Engineering or Medicine or Post graduation in Science. This is relaxable by 5 years in case of lady scientists. The scheme is directed towards national development as well as capability building of the young scientists. The broad areas in which proposals will be considered include those listed under the Section of STARD, STAWS, S&T for Women, ETGS&T and S&TSNSCP.

The scheme under Tribal Sub Plan aims at improving living conditions of scheduled tribes based on sustainable science and technology activities.

Objectives:
  • Preserving traditional artisan skills and upgrading the same,
  • Finding out alternative employment potential wherever the present occupation is dwindling,
  • Improvement in existing equipment and machinery and introduction of new techniques, and
  • To promote research, development & adaptation of S & T for improving quality of life of primitive tribal groups
Priority Areas:
  • Identification of major socio-economic sectors for S&T intervention;
  • Initiation of location specific S & T program;
  • Application of science and technology for manpower development;
  • Effective and sustainable utilization of available natural resources including MFP;
  • Land use, ecology and environment;
  • Development, demonstration and extension of viable models in the artisan trades;
  • Value addition to products based on traditional skills;
  • Sensitizing activists of voluntary agencies, scientists of laboratories, project officers (ITDP) and related agencies to S & T approach for tribal development through short-term intensive workshops and/or long-term training courses;
  • Awareness generation to possible technology options; and
  • Other activities, which would complement these objectives, like workshops, seminars, publications, etc.

This Scheme aims at improving the lot of the poor sections of SC community through intervention of Science & Technology.

Objectives:
  • To promote research, development and adaptation of technology for improving the quality of life of the economically weaker sections of scheduled castes in urban/rural areas.
  • To encourage scientists & technologists to apply there knowledge and expertise to the needs of economically weaker scheduled caste communities, especially in rural areas.
  • To promote activities such as workshops, seminars, publications, jathas, etc. which would help in achieving the objectives listed above.
Priority Areas:
  • S&T intervention for sustainable development and income generation amongst scheduled caste artisans/farmers;
  • S&T intervention for improving skills and efficiency of artisans engaged in traditional occupations;
  • Optimizing the design of cycle rickshaws to increase income, reduce drudgery and improve general health and well being, simultaneously sharpening their competence for undertaking repairs and maintenance.
  • Development of functional capability among SC/ST and other weaker sections of population for improving their socio-economic conditions and drawing them away from stigmatized occupations.
