The objective of the scheme is to promote adoptions within the country and to ensure minimum standards in the care of abandoned / orphaned / destitute children. Grant-in-aid is provided to organizations which are making efforts to rehabilitate children within the country through sponsorship, foster care or adoption. The total outlay for one home for a single unit of 10 children is estimated to be Rs. 6,63,000/- out of which the Government contributes 90% i.e; Rs. 5,96,700/-.

The scheme aims to empower and improve the quality of life of older persons. The National Policy on Older Persons visualizes that the State shall extend support for financial security, health care, shelter, welfare and other needs of older persons, provide protection against abuse and exploitation, make available opportunities for development of the potential of older persons, seek their participation, and provide services so that they can improve the quality of their lives. Since the State alone cannot provide all the services needed by older persons, the National Policy recognizes the NGO sector as a very important institutional mechanism to provide user friendly affordable services to compliment the endeavours of the State in this direction. A one time construction assistance is provided for construction of Old Age Homes or Multi-Service Centres consisting of Day Care Centres for the mobile, reach out units for the home bound and Old Age Homes for the destitute Older Persons.

Recognizing Substance Abuse and Alcoholism as a psychosocio medical problem, the approach would be to provide whole range of services including awareness generation, identification, treatment and rehabilitation of addicts through the voluntary organizations. With a view to reducing the demand for the consumption of alcohol and dependence producing substances, the trust is on preventive education programmes and on reintegration of the addicts into the mainstream of the society. Stress will be laid on mobilization of community resources and greater community participation.

The programme endeavours to provide non-institutional support necessary for the wholesome development of street children particularly those without homes and family ties and children especially vulnerable to abuse and exploitation such as children of sex workers and children of pavement dwellers. The programme strives to provide services like shelter, nutrition, health care, sanitation and hygiene, safe drinking water, education and recreational facilities and protection against abuse and exploitation to destitute and neglected street children.

This is a general scheme of grant-in-aid which aims to cover a wide spectrum of programme areas for tackling social problems or meeting the needs of specific client group. Since these relate to several types of problem areas/ client groups, it is not possible to have a separate scheme for each problem especially since the initial effort would be of a pioneering/experimental/nascent kind and it is only a few years later after the programme has been in operation for some time that the Ministry may like to formulate a separate scheme for each of the specific types of programme activities. These unchartered areas are not currently being covered by any of the existing schemes.

The prime objective of the scheme is to provide for an overall improvement and development of the target group i.e; Scheduled Tribes or OBCs through voluntary efforts working in the field of Education, Health and Sanitation, Environment, Drinking Water, Legal Redressal Services, as well as need based socio-economic upliftment efforts. Assistance under the scheme is admissible for establishing centres and developing and delivering services, which may equip the Scheduled Tribes by upgrading their skills to enable them to start income generation activities either through self employment or wage employment.

The main objective of the scheme is to assist the needy disabled persons in procuring suitable, sophisticated, durable, scientifically manufactured, modern, standard aids and appliances that can promote their physical, social and psychological rehabilitation, by reducing the effects of disabilities and enhance their economic potential. The implementing agencies will be provided with financial assistance for purchase, fabrication and distribution of such standard aids and appliances that are in conformity with objective of the scheme. The implementing agency will take care of/ make suitable arrangements for fitting and post fitting care of the aids and appliances distributed under ADIP scheme. The scheme shall also include under its ambit, medical/surgical correction and intervention which is essential prior to fitment of aids and appliances.

The scheme was initiated basically to ensure effective implementation of the PWD Act 1995 and to simplify and facilitate procedure for easy access to Government support. It will address the unmet needs of over 95% Indian citizens with disabilities who have not had access to services so far.
