The funds under this new scheme is available to the State Tribal Development Cooperative Corporations/ Forest Development Corporations/ Minor Forest produce (Trading and Development) Federations for:

  1. Increasing the quantum of MFP handled by setting off operational losses, if need be;
  2. Strengthening the share capital base of the Corporation for undertaking MFP operations thereby increasing the quantum of MFP presently handled;
  3. Setting up of scientific warehousing facilities, wherever necessary;
  4. Establishing processing industries for value addition with the objective of ensuring maximum returns on the MFPs for the tribals;
  5. Giving consumption loans to tribals;
  6. Supplementing Research and Development efforts.

Deaths of tribals in general, and children of poor tribal families in particular, due to starvation, malnutrition etc combined with infection, in remote and backward tribal areas, the concept of grain banks was introduced. The main objective of the scheme is to provide a safeguard against starvation deaths and non-availability of food grains in remote tribal areas. It also seeks to inculcate the habit of self-help with a view to taking care of their basic requirements in times of need, especially during natural calamities like drought, cyclone etc. The scheme covers all villages which have an over 50% tribal population. The villages chosen for the establishment of grain banks are identified by concerned states according to population density and acute poverty levels of the ST population. A working committee under the guidance of the tribal village Headman/ Sarpanch under the overall supervision of the BDO and the project officer ITDP implements the scheme. However, NGOs working in tribal areas are also allowed to operate the grain banks. The unit cost of each grain bank is fixed at Rs. 64,000/-. No recurring expenses are provided to run the scheme.

This scheme was introduced realizing the need for skill upgradation to equip the tribal youths for employment/ self-employment. It also aims to improve the socio-economic condition of the tribal youth by enhancing their income. The scheme covers all states and union territories, the only restriction being that free vocational training facilities are extended only to the tribal people. Under the scheme 100% central assistance will be given to States/ UTs/ NGOs for setting up and running of vocational training centres.

There are certain tribal communities who have a low level of literacy, declining or stagnant population, a pre-agricultural level of technology and are economically backward. Their problems and needs are quite different from other scheduled tribes. Since primitive tribal groups constitute the most vulnerable section, states/UTs need to allocate adequate funds for their socio-economic development. This is an extremely flexible scheme. Its activities may include awareness generation and confidence building, training for skill development of tribal youth organization of self help groups and provision of services/inputs not covered by any existing scheme. The scheme is implemented through Integrated Tribal Development Projects (ITDPs)/ Integrated Tribal Development Agencies (ITDAs), Tribal\ Research Institutes (TRIs) and NGOs with the necessary motivation and competence. The State Government concerned is responsible for the proper execution, implementation, supervision and coordination of the schemes including the selection of NGOs.
